Press Release: Office of the Vice President on-line Monitoring System for Community Directions Integration in the National Law.

The Vice President has undertaken after Prime Minister’s mandate to coordinate the competent Ministries in order to increase the percentage of Community Directives’ Integration in the National Law reducing thus the violations of Community Law aiming at minimizing the relevant fines which our country is invited to pay.

In this framework, the office of the Vice President organized and implemented in cooperation with the General Secretary of the Government and the Legal Directorate of Foreign Affairs Ministry, a dynamic monitoring system of the course of Community Directives Integration in the National Law as well as the full registration of the number of those directives not integrated and of the violations of the Law of the European Union per ministry.

The Monitoring System of Community Directions Integration in the National Law constitutes an innovation of the current Hellenic Government which proves a different facing attitude dealing with such issues compared to the past since from now on new technologies are utilized in order to systemize and monitor the governmental actions and their results’ publication per Ministry.

The system was developed with no cost for the Greek Public Sector, since were used the know-how and the infrastructures of the Office of the Vice President, the General Secretary of the Government and the Legal Directorate of the Foreign Affairs Ministry.

The system was presented to the European Commission and received a number of positive comments.

The close cooperation among all competent Services of the Ministries under the coordination of the Vice President, has already produced obvious and efficient results since the integration rate has been significantly improved in the recent months, and the percentage of the Non- Integrated Directives has dropped from 2.4% to 1%. Not only this impressive reduction is interpreted as a benefit of millions of Euros for Greece by avoiding fines, but also its whole image of improvement in European terms and the security of Law which should dominate in our country.

Similarly to the rest monitoring systems implemented by the Office of the Vice President, the relevant report will be published monthly at www.antiproedros.gov.gr, based on the transparency and social accountability principles followed and respected by the current Government.

BRIEF SUMMARY OF THE SYSTEM

The on-line monitoring system for the European Union Law includes three (3) electronic lists:

1. Analytical Table of Non-integrated Community Directives

The table includes analytical information regarding Directives which have not been integrated into the Greek Law.

Colors

In order to make clear the stage of each Directive Integration, the following colors are used:

* White: when the deadline of the Directive Integration is beyond to the following semester
* Yellow: when the deadline of the Directive Integration expires within the following semester
* Red: when the deadline of the Directive Integration has already expired
* Green: when the Directive has been Integrated

1. Total Table of Non-Integrated Directives

It includes the total number of non-integrated Directives per ministry.

1. Total Table of European Union Law Violations.

It includes the total number of Violations and the amounts of fines paid per minister.

The Monitoring System is based on an on-line web application to which associates of the minister have access providing the system with data. Each minister sends regularly the status of each Directive or Violation through a special on line web process. Data is afterwards collected by the system and following a formal process control whether they are complete and right by the General Secretary of the Government and Ministry of Foreign Affairs, are integrated into the system by the Office of the Vice President. On the table depicting the status of the non-integrated directives, there is a continuous on-line access of all ministries so that executives can obtain the most recent possible information on the status of Directives.

After all the steps and actions above, the Office of the Vice President publishes on its web-site a monthly basis report.
