Today, Tuesday March 30, 2010 at 19.00’ a meeting of the Economic and Social Affairs Committee under the presidency of the Vice President of the Hellenic Government, Theodoros Pangalos will take place in the Hellenic Parliament.

Today, the Economic and Social Affairs Committee convened under the presidency of the Vice President of the Hellenic Government, Theodoros Pangalos, exclusively on the merger or annulment of Public Organizations, for which the operational is not considered to correspond to the service provided, or for the better coordination and effectiveness of the Governmental operations. This action is part of the Stability and Growth Program implementation.

More than 200 Public Entities were submitted in an evaluation process while setting specific time targets for the final decision on the merger or annulment for most of them. Examples include the following cases:

A) The possibility of creating a Multi-Branch – Technology Center is being under consideration, which will include Public Entities such as the Ceramic and Refractories Technological Development Company (CERECO) SA, Meallurgical Industrial Research & Technology Development Center (MIRTEC) SA, Hellenic Center of Pottery (ELKEA) SA, Hellenic Center of Silversmiths’s Trade (HE.CE.SI.T.) SA and others (Responsibility of the Regional, Development and Competitiveness Ministry).

B) It is being considered to establish a Unified Standards – Metrology Agency, which will incorporate organizations such as the National Standardization Body (ELOT), Hellenic Accreditation System (E.SY.D), Hellenic Institute of Metrology (EIM), after resolving any possible legal issues. (Responsibility of the above Ministry).

C) The integration of the Gas Distribution Company SA into the Public Gas Corporation SA (DEPA) is being promoted. (Responsibility of Environment, Energy and Climate Change Ministry).

D) The integration of 16 Administrative Agencies that join the Rural Development and Food Ministry, into three categories, based on the subject activity as follows:

1. Agriculture Research – Training – Information, which will include: The National Agricultural Research Foundation (N.AG.RE.F.), Institute of Agricultural Research (IGE), Benaki Phytopathological Institute (B.P.I.), Organization of Agricultural Vocational Education Training and Employment «DIMITRA» (O.G.E.E.K.A.), Koniarion Institute of citruses of korinthia Fisheries Development Association (ETANAL) SA.

2. Food Provisions including: The Hellenic Food Authority (EFET), Hellenic Institute of Dairy and Meat (ELOGAK), Agricultural Products Certification and Supervision Organization (AGROCERT), Hellenic National Dairy Committee, Athens Central Market Organization, Thessaloniki Central Market Organization.

3. Payments – Controls including: The Payment and Control Agency for Guidance and Guarantee Community Aids (OPEKEPE), Hellenic Agricultural Insurance Organization (ELGA), AGROGI, KTGK.

E) The Annulment of the National Social Cohesion Funds as inactive (Responsibility of the Finance Ministry)

F) The Annulment of inactive Entities of the Education, Lifelong Learning and Religious Affairs Ministry is being promoted, such as the: National Academy of Letter and Science, Ionian Academy, Interuniversity Research Council, Aquaculture Center of Achelloos (ACEA) SA, Marine Technology Development Company (EANT) SA.

The unified management of the property of the Greek Public Sector as well as of the organizations involved is considered as necessary. Similarly, the improvements of the transportation system Agencies’ of Attica, for which the Committee will soon take decisions.

T. PANGALOS: The Commission of Economic and Social Policy of the Ministries’ Council met today where the Prime Minister of Greece was present and two issues constituted the objet of discussion.

One issue is the implementation of the Stability and Growth Program, stating the objectives actions of each Ministry and the setting of a timetable to monitor its progress. Regular meetings regarding this matter will take place and the next will be effectuated the first week of February.

We also discussed to settle once and for all the issue of public enterprises and services of public utility where notified cases the object of which we consider lacking and that should close and other cases that merge of such enterprises is considered a viable in terms of economics notably. It is certain that we are going to apply a general policy of payments’ reduction of Managing Directors’, CEOs Presidents’ and members of the Board of Directors.

These were the subjects of today’s meeting and I thank you very much.

JOURNALIST: What is the magnitude of salary cuts?

T. PANGALOS: I am not in the position to answer this right now. Obviously, it will depend on an implemented system which will have exactly this objective.

JOURNALIST: So, you will not give us an answer?

T. PANGALOS: We will not do something «crazy».

JOURNALIST: Will it also involve Employees?

T. PANGALOS: No, it concerns the Administration Area, the members of the Board of Directors and the Managing Directors who in some cases as you very well know and many times repeated, they obtain «outrageous» salaries.

JOURNALIST: Which Government-owned corporation and enterprise are you referring to, that will be closed or merged together?

T. PANGALOS: There is a list which includes dozens.

JOURNALIST: Are there any examples you can provide us?

T. PANGALOS: No. I do not want to provide any examples; we will provide you the list when this process is completed.

We will first address the matter at the meeting that I mentioned before. Today, we pointed out some cases on which we are going to work and on other that will result from this process, and the first week of February you will receive the results.

JOURNALIST: Are there any issues of privatizations?

T. PANGALOS: No, no; this is another issue.

JOURNALIST: Are you concerned about the crises are experiencing, such as the current issues with the farmers? I mean as a commission, as a Maximos Mansion, as a Government?

T. PANGALOS: Today we did not discuss this issue; yesterday however, as you know, we joined an informal Ministerial Council meeting which lasted six hours regarding this topic. Obviously this indicates that we are concerned about this situation, otherwise we would not discuss this for six hours.

We are concerned for the farmers. We are worrying about farmers. However, the laws in Greece should be applied and to be able to incorporate the social request to the harmonic function of the whole society.

No one should dictate their will over others with violence and brutality. This is not fair, nor acceptable by the Greek people.

JOURNALIST: The timetable you mentioned regarding the Stability Program. Which are its major goals?

T. PANGALOS: There is a timetable, which is defined by the Stability Program, and which you have.

This is a timetable implementation. You know however that among schedules and their implementation, some times, delays occur. These delays we are trying today to reduce and we will.

The Economic and Social Affairs Committee belongs to the Collective Government and is provided in the Article 15 par. 1 of the Presidential Disposition 63/2005, «Legislation Codification for the Government and Governmental Organs ».
The Economic and Social Affairs Committee,
in the context of the decisions of the Prime Minister and the Ministries’ Council, decides on issues regarding Economical and Social Affairs of general importance, takes the appropriate measures to implement the Government’s Economic Program, monitors, supervises and coordinates the Programs implementation and decisions, and examines the necessary measures to strengthen social cohesion and improving of life conditions (article 21 par. 4 of Presidential Disposition 63/2005, «Legislation Codification for the Government and Governmental Organs»).


According to Article 1 No. 3 of the 3.2.2010 PYS (Act of the Council of Ministers) on the « Reconstitution of Economic Committee and Social Policy », in this committee participate the Prime Minister as the president and members the following:

a. The Vice President of the Hellenic Government,
b. Minister of Finance,
c. Minister of Economy, Competitiveness and Shipping,
d. Minister of Environment Energy and Climate Change,
e. Minister of Minister of Education, Lifelong Learning and Religious Affairs,
f. Minister of Infrastructure, Transport and Networks,
g. Minister of Ministry of Labour and Social Security,
h. Minister of Ministry of Health and Social Solidarity,
i. Minster of Ministry of Rural Development and Food and
j. Minster of Ministry of Citizen Protection.

Additional non-voting members of the Economic and Social Affairs Committee are the Head of the Economic Office of Prime Minister’s Office and the President of the Economic Advisers’ Council.

The duties of the Secretary of Economic and Social Affairs Committee are executed by the General Secretary of the Hellenic Government.


According to Article 16 of the Presidential Disposition 63/2005, «Legislation Codification for the Government and Governmental Organs»:
1. The Council of Ministers and the Prime Minister may refer for treatment and decision making to the Collective Government Organs according to Article 17 (Governmental Committee) and 18 (Government Council for Foreign Affairs and Defense) any governmental policy matter that needs to resolved.
2. The council of Ministers, following Prime Minister’s proposition has the possibility to decide on any matter under the jurisdiction of other Collective Government Organs, and cancel any of their decisions.
3. Regarding decision making by other Collective Government Organs, dominate the principles of discussion, open voting and majority voting. In case of tie-voting, predominates the vote of the Organ’s President.
4. The Collective Organs are convened by their president, who sets the agenda. There are cases where it is possible to exclude certain members of the Collective Government Organ at the meetings during which issues of their responsibility are not the object of discussion.
5. In case where Ministers are absent or unavailable, they will be replaced by the Deputy Ministers.
6. During the Collective Government Organs meetings, other non-regular members may be invited, such as Ministers, Alternate Ministers, Deputy Ministers, Prime Minster advisors, service employees and experts, when discussing issues of their jurisdiction.
7. Members of the Collective Government Organs do not receive any paid remunerations or compensations. Persons who provide secretariat services, receive the paid compensations provided by the existing provisions.
8. The Collective Government Organs, to facilitate their work, request information and data from the competent Entities and agencies which must promptly provide the requested materials.
9. The invitation and the agenda of the Collective Government Organ meetings in which the Prime Minister does not participate, are announced by the General Secretariat of the Government.
10. During Collective Government Organs, minutes are kept twice: The first remains in the file saved by the Collective Organ Secretariat, and the other is announced to the General Secretariat of the Government, available to the Prime Minister.
11. The Collective Organ meetings minutes records are totally confidential which remains confidential during the whole time of confidential discussions. Safekeeping the confidentiality of the minutes, constitutes an official obligation of the Secretary of the Organ.
12. The provision of abstracts is allowed under the same conditions provided for the Minister Council’s minutes.
