By listing detailed data – where possible – and tables, we attempt to depict the Government’s endeavor on the fields, which the Prime Minister appointed to the Vice President of the Hellenic Government in order to coordinate the activities of the competent Ministries.

Today, Friday December 10, 2010, a meeting held at the Office of the Vice President of the Hellenic Government between the Vice President, Theodoros Pangalos and the European Regional Policy Commissioner, Mr. Johannes Hahn.

During the meeting it was emphasized that the year 2011 will be decisive for both the absorption of EU funds from the Structural Funds (NSRF), as well as their earliest transmission to the Greek Market. The NSRF funds will contribute to increase employment, strengthen the entrepreneurship and especially support small enterprises but also modernize financial activities in Greece.

The Commissioner informed the Vice President on new proposals of the European Commission regarding the operation of the Structural Funds after 2013.

PRESS RELEASE: MINISTERIAL COMMISSION FOR THE MONITORING OF THE NATIONAL AND REGIONAL WASTE MANAGEMENT PLANNING IMPLEMENTATION.

Decision of the Ministerial Commission for the Monitoring of the National and Regional Waste Management Planning Implementation, regarding restoration of illegal landfill disposal and the promotion of waste management projects in the region of Peloponnese.

Today, December 2, 2010, the Ministerial Commission for the Monitoring of the National and Regional Waste Management Planning Implementation convened under the presidency of the Vice President of the Hellenic Government at the Vice President’s office. The meeting attended: the Ministers of Interior Decentralization & E-government, Mr. Ragkousis, Environment Energy & Climate Change, Ms. Birbili, Infrastructure Transport & Networks, Mr. Reppas, the Deputy Minister of Interior Decentralization & E-government, Ms. Tzakri, Regional Development & Competiveness, Mr. Rigas and Citizen Protection, Mr. Othonas, the General Secretary for Investment and Development of the Ministry of Regional Development and Competiveness, Mr. Petrakos, the General Secretaries of the Peloponnese Region, Mr. Xatzimichalis, and of Attica, Mr. Liakopoulos, as well as a representative of the State Minister.

The Commission approved two (2) Action Plans:

a. For the restoration of the illegal landfill operations already existent in the region of Peloponnese, and the legal disposal of solid waste (MSW), and

b. For the Solid Waste Management of the Peloponnese Region.

The Commission’s aim is the restoration of illegal landfill sites in the Peloponnese Region before September 2011, and the call for competition of Solid Waste Management Projects in the Region until June 2011.

The above Action Plans constitute an integrated solution to the environmental problems caused by landfill sites, which are especially serious in the Peloponnese Region, and which will serve as a model for other action plans in the rest regions of the country. This decision makes possible the absorption of important EU funds, over 100 million Euros. Also, new positive results appear in our effort to avoid the imposition of fines of several millions of euros by the European Union.

The Ministerial Commission and the Office of the Vice President of the Hellenic Government will be monitoring in monthly basis the implementation of these Actions Plans.

Implementation Report for Information and Communication Technology (ICT) Actions Νο. 2 | 30.11.2010

The Implementation Report for Information and Communication Technology (ICT) action plan is prepared by the Office of the Vice President of the Hellenic Government and Prime Minister’s E-Government office.

The ICT reforms reports consists of four parts:

A. Actions which are either of immediate priority and emerge from Program Application for Greece Financial Support or part of the Prime Ministers priority agenda.

B. Actions which are going to be implemented co-financed projects funded by NSRF and the Management Programs Administrative Reform and Digital Convergence.

C. Projects had been funded in the past (3rd Community Framework) in a productive operational stage.

D. Actions which are being implemented by the Public Sector with the expenses of the regular budget.

The four ICT action plan report parts, constitute the implementation of the digital strategy of the country and from now on are recorded and monitored uniformly. The main objective is to obtain a total image for the actions held or supposed to be implemented in Greece in the ICT field, the central coordination, the increase of benefits and the maximum result of their function.

This complete image will enable us, in coordination with the Ministries and relevant agencies, meaning the funding authorities, the entities for the function of the system and its implementation. Additionally, we will be given the opportunity to improve the services provided by the State to its citizens and businesses in a short period of time, and of course to maximize the benefits for national and community resources which are being spent.

In part B and C of the report are depicted the most significant actions on the basis of natural object and Budget, while the goal for the next stage is to publish all the actions. Part D will contain analytical details in the next stage, which is scheduled to be published late January 2011. For the moment is estimated an expenditure of 400 mill. Euros from the state budget per year for ICT projects.

  • The actions which have been scheduled until now within NSRF framework, have a total budget of 1.088.941.680 Euros,
  • Actions which have been implemented in the 3rd Community Support Framework, had a total budget of 2.564.719.366 Euros. Notably for those of the 3rd Community Framework Support, it is noted that they are outlined with a budget of more than 1,000,000 Euros..

Today, November 22, 2010, a Interministerial meeting under the presidency of the Vice President took place at the Vice President’s office, for the establishment, annulment, restructuring and modification of Services, Councils, Committees and Agencies of the public sector with subjects: 1) The annulment of the S.A companies “ΑΓΡΟΤΗΜΑ Α.Ε.” and “ΟΠΕΠ Α.Ε.”, 2) Speeding up of Mergers.

1st Item

The commission, having considered all information and data, decided for:

a) The annulment of the Company “ΑΓΡΟΤΗΜΑ Α.Ε.” which was established in 2009 and served as a motor for large-scale waste, but also for a number of illegal hiring. More specifically, on August 26, 2009 34 contracts were concluded outside the area process of ASEP (Supreme Council for Personnel Selection) under a status of opacity.Currently, the available balance of the company amounts to approximately 20 euro, while its shares capital is 450.000€,

b) the annulment of the Company “ΟΠΕΠ Α.Ε.”, where only during the period July – September 2009 more than 170 people were unnecessarily hired, which caused the payroll to increase from 250.000€ to 600.000€ for the month of September 2009. It is noted that some of the new recruited employees received 4,000 or even 5000 Euros on monthly basis. The annulment of ΟΠΕΠ ΑΕ followed after the annulment of its Board of Directors.

2nd Item

After the successful completion of the first action plan of the Interministerial Commission, it became obvious that the acceleration of the overall process therefore should be associated with the general policy for the restructuring of the State, which has 4 main action tasks.

a. The reformation of the Ministries and their departments in order to reduce the total number of subordinate services.

b. The merger and annulments of public sector agencies (including the completion of the Unified Agencies Register, since so far Greek State did not have such a tool)

c. The human resource management based on recent census of the public sector employees

d. Legislation Codification

For the first and third action the Ministry of Interior, Decentralization & E-government has the main responsibility while for the second activity the Vice President of the Government is mainly responsible in assistance with the General Secretary of the Hellenic Government, as for the fourth action task, the responsibility goes to the State Minister.
The objective is to establish a “State Kallikrates”. In order to achieve the necessary coordination of the four partial actions, a Task Force is formed, with the participating of the Office of the Vice President, the Office of the Minister of Interior, Decentralization & E-government, the Office of Minister of Finance, the Office of the Minister of State and Investment and the Office of the General Secretary of the Government.

Implementation Report for Information and Communication Technology (ICT) Action projects Νο. 1

The Office of the Vice President of the Hellenic Government in cooperation with the Prime Minister’s Office systematically monitors the major Information and Communication Technology (ICT) actions.
Each action requires the horizontal mobilization of the Ministries and Services, and combined with the public sector procedures arise serious obstacles for their implement causing thus delays.
To better coordinate the implementation, July 13, 2010 a meeting took place in the Office of the Vice President of the Hellenic Government, with the participation of all competent General and Special Secretaries related to the Information and Communication Technology actions.

At the meeting was decided to make operating a supporting team in cooperation with the Office of the Vice President and the Prime Minister’s Office which will:
a. Hold systematic scheduled meetings, with each action responsible Secretaries and their associates, for the implementation process status of each action,
b. Implements an executive action monitoring system, analyzed into several steps, from which derives a monthly report that will be published on-line,
c. Creates a monthly progress report, so that in case of delay on time interventions can take place.

This supporting team started its first meetings in July and on September 30 completed the second round of meetings. A total of 21 meetings took place on the level of General Secretaries, and 7 meetings for Associates.
Based on the meetings above, are imprinted the actions, steps, the level of implementation, the responsible authorities and its completion timetables.
The timetable schedule is included in the Information and Communication Technology Actions implementation report Νο. 1 / 07.10.2010.

Although the enormous benefits of the ICT Action project implementation are well know to the Public Sector, there appear important implementation delays and problems. It has been estimated that only the “Electronic Receipts and other Tax information management System” such as “Electronic Prescribing”, “Fuel Purchase”, “Unified Salary Authority and register of public servants”, “Online Budget Management”, alone can save from 7 up to 10 billion annually, depending on the action projects implementation completion status.

Up to now, 124 specific steps have been placed which have to be implemented in the framework of actions among which few appear to be completed.
