Curriculumm Vitae of the Vice President of the Hellenic Government, Theodoros Pangalos

pangalos2He was born in Eleusis on August 17, 1938.

He studied Law at the University of Athens and also Finance & Economics (Dr. of Economic Sciences) at the University of Paris I (Pantheon Sorbonne) after a scholarship obtained by the French Government.

Through significant actions during the student movement and as a founding member of Lambrakis Youth Establishment, he participated with an active role in the anti-dictatorial struggle, losing thus his Hellenic citizenship by junta in 1968.

From 1969 until 1978 he worked at Sorbonne as a Commissioned Teacher and a researcher in economic development, planning as well as regional planning issues. He was also the Director of the Economic Development Institute of the University of Sorbonne. In 1981 he was elected for the first time MP for PASOK, an office which he holds until today.

He was the Deputy Minister of Commerce (1982), Deputy Minister for Foreign Affairs for European Community Affairs (1984), and Alternate Minister for Foreign Affairs (1985-1989). During the period 1989 to 1993 he was designated as Representative of the Hellenic Parliament at the Council of Europe.

In October 1993, he was swan again in an Alternate Minister for Foreign Affairs. In July 1994 he was appointed as the Minister for Transportation and Communications. In January 1996 he was swan as the Minister for Foreign Affairs, exercising his duties until February1999.

In April 2000 he was nominated as the Minister for Culture remaining in office until November 2000. He then served as the Leader of the Hellenic Representation at the Parliamentary Assembly of the Western European Union and the Council of Europe.

In June 2003, he was appointed PASOK’s spokesman in the Council of Foreign Policy. In November 2004 he was appointed PASOK campaign coordinator. He was Re-elected as a member of PASOK’s Political Council and was appointed head of the Department for Development, Competitiveness and Consumer affairs. He then undertook the responsibility for the Sector of Local Government, Public Administration and Justice, while today he heads the sensitive Department for Foreign Affairs, Security and Defense.

In September 2006, he was appointed as POSOK’s General sponsor in the procedures of Constitutional Review.

From 2004 until the 2009 elections, he represented the Hellenic Parliament to the Parliamentary Assembly of the Western European Union and the Council of Europe.

Since the 2009 elections till currently, he owes the commission of the Vice President of the Hellenic Government.

He is the author of numerous articles and several books among which are distinguished the following: «Παγκοσμιοποίηση και Αριστερά» (2001), «Εφήμεροι Προφήτες – Αδιέξοδα του νεοφιλελευθερισμού και κοινωνικά κινήματα στην εποχή της παγκοσμιοποίησης» (2005), «Η Ευρώπη σε σταυροδρόμι» (2005), «Παρέμβαση στην Επικαιρότητα» (1994) and «Η Ελλάδα στην Ευρωπαϊκή Κοινότητα» (1988).

He is married to Christina Christofaki and father of five children.

Responsibilities and duties of the Vice President of the Hellenic Government

The Vice President of the Hellenic Government according to FEK 2430 / 9-12-2009 has the following responsibilities:

a) The coordination of the Hellenic Government endeavor under his responsibilities

  • the KYSEA (Government Council for Foreign Affairs and Defense) responsibilities, such as defined in detail in Article 2, paragraph 4 of PYS (Act of the Council of Ministers) 31/2000 (Article 19 of Presidential Disposition 63/2005).
  • the Economic and Social Affairs responsibilities, such as defined in the Article 5, PYS 31/2000, FEK A 134 (Article 21 paragraph 4 of the Presidential Disposition 63/2005).

b) In the framework of this competence, the Vice President of the Government:

  • Is informed for long and medium term development programs for the country’s defense capacity, as well as major projects for modernization, research, defense, procurement and production tools, equipment and on issues regarding economical and social policy of general importance
  • He coordinates the Government’s Economic Program implementation.
  • He is president of KYSEA and the Economic and Social Policy in case of an eventual obstacle.
